The Halton Region Conservation Authority, known as ‘Conservation Halton’, is a community based environmental agency established under the Conservation Authorities Act. Conservation Halton works to safeguard the public from natural hazards and protect, restore, and manage natural resources within our jurisdiction through the delivery of services and programs that operate in partnership with all levels of government, landowners, business, and environmental organizations. Conservation Halton’s jurisdictional area spans approximately 1,000 km2 and comprises 17 watersheds across multiple municipalities, including the Cities of Hamilton, Burlington, and Mississauga, the Towns of Oakville, Milton, and Halton Hills, and the Township of Puslinch, within the Regions of Halton and Peel, and Wellington County. Conservation Halton is responsible for administering Ontario Regulation 162/06, which is a Provincial regulation passed under the Conservation Authorities Act. This regulation is intended to prevent loss of life and property damage as a result of naturally-occurring hazards, while protecting sensitive natural areas. Under Ontario Regulation 162/06, Conservation Halton regulates development within the riverine and coastal flooding and erosion hazards, hazardous lands, and wetlands and their associated regulated allowances. To implement this regulation most effectively, up-to-date mapping and modelling is critical. Conservation Halton is undertaking updates to the models and mapping that define flood hazard (including mapping of large or inter-basin spills). The updated models and mapping will inform the extent of regulation, but may also be applied to support: flood mitigation works, flood forecasting and warning, emergency planning and response, infrastructure design, etc. Therefore, models and mapping must comply with Provincial guidelines for hazard delineation. Project Overview This Study will comprehensively update flood hazard models (hydrology and hydraulics) and mapping for four urbanized watersheds (Tuck, Shoreacres, Appleby, and Sheldon Creeks), to support land use planning and regulatory decision making. The mapping will identify both the riverine floodplain and the flow pathways of any large or inter-basin spills. Mapping for large spills will extend to their ultimate receiver, either downstream within the same watershed, Lake Ontario or an adjacent regulated watercourse (Roseland, Tuck, Shoreacres, Appleby, Sheldon or Bronte Creeks). *For further details, please refer to the RFP document. |
